Citizenship of the Realm of Luxemburry is conferred by decree of the High Warden. It is not applied for. The Office of Citizenship, on Charter Square in Valdoria, keeps the Register, issues the Certificate of Naturalization, and administers the Oath of the Mountain.
The Charter of 1723 provides three ways in which a person may become a citizen of Luxemburry. All three end in the same place: a decree of the High Warden, an entry in the Register of Citizens, and the Oath.
The oldest and most common path. The High Warden may invite any person to citizenship, at any time, for any reason the High Warden holds sufficient. The invitation is personal and cannot be requested. Most citizens of the Realm were invited on a day that already mattered to them: a birthday, a marriage, a homecoming. The Office records the reason for each invitation, and it appears on the certificate as the citation.
The Council of the Peaks may propose to the High Warden any person who has served the Realm, its people, or its mountains. Merit citizenship carries the same rights as citizenship by invitation. It is announced on Warden's Day.
Granted to those whose connection to Luxemburry is one of affection rather than residence. Honorary citizens hold a seat at the Winter Solstice feast and the Realm Ski Pass, and may be raised to full citizenship by a later decree.
Every citizen takes the Oath once, on the day of naturalization, before the Register is signed. It is spoken aloud, in English or in Luxian, and ends in Luxian.
I take my place among the Luxians.
I will keep faith with the Realm, its people, and its mountains.
I will honor the Charter, welcome the stranger, and hold the hearth.
Where the snow falls, I will stand.

The last line, Cheska ovar, "the heart endures," is the motto of the Realm. The person administering the Oath answers Halen, welcome, and the new citizen signs the Register.
On March 21 each year, the birthday of the High Warden, the Office publishes the names of all citizens naturalized since the last Warden's Day, and the High Warden confers the honors of the Realm. Citizens who took the Oath privately during the year are welcomed publicly on this day.

The first citizen of the Realm was Zevi the Great, LX-1723-0001. The Register has never been closed and no number has ever been reused.
